Can a PQR be used when the UT failed but the same exact plate passed RT, this PQR test is per AWS D1.1.

it would be extremely foolish to do so
often planar discontinuities (such as lack of fusion) are not detected by RT, but are by UT
the likes of AS3992 allows you to cut around defects detected in PQR test plates
as it sees the purpose of the test plate as providing evidence of suitable mechanical properties
I would have to check D1.1 for a similar clause, our resident guru BB might provide some insight
